The IssueTrackerProduct is Free and Open Source. You can download it at no cost and even change the way it works, to have it just the way you like it.
You might think the IssueTrackerProduct is a good start but it's not ideal for your particular situation. You might want to change the layout, the fields, the XML syndication or the user access but do you know how and do you have the time?
The creator and main developer is employed by Fry-IT Ltd.
