Bumping up the version minor number to 8 because some rather important changes: Unicode!

This is a development release with some new bells and whistles. The most important change is that all names and descriptions are now saved as Unicode encoded in UTF8. Since this wasn't the case before it's really important that you press the Update Everything button in the Management tab otherwise you might be getting nasty UnicodeEncode errors.

A few other honourable mentions features and bug fixes:

• Finally you can change to set assignments on issues after it has been created.
• POP3 over SSL
• Much more frequent auto-save on drafts
• Much improved HTTP headers for better client caching
• jQuery 1.2.1 (much faster!)
