New feature: Always notify on everything

You know how you can, in an issue tracker, set up a yourself to get an email on all new issues. The person submitting an issue can't do anything about it. Now you can do the same about all followups.
What it means is that if you switch this on, not only do you get emails on new issues but also on all follow-ups and status changes. The user who posts a follow-up might chose to not notify but that doesn't affect the list on the "Always notify".
At the time of writing this feature has not yet been released but it's part of the SVN trunk. It is going to be included in version 0.11.1.
