Change assignment feature

As of the 0.6.7 release there is a finally an option to change assignments. The option to change an assignment is only given to the person it currently points to. This completes Real#0045
There is not going to be an option to reject the assignment but instead there's the more politically correct way which is to dump it on somebody else.
If an issue has been assigned to yourself and you realise that you're totally not the right person to complete the issue, then you can change it to anybody else who is in the assignment list. For assignment to work, you have to go in to the Properties tab of your issuetrackerproduct instance and switch on the "Use Issue Assignment" checkbox. This makes it possible to assign issues to people who are defined in a Issue User Folder (this might change in the future). The actual assignment doesn't really change very much. It's just detailed data appended to the issue just like Sections or Urgency.
If you are the assignee of an issue and you're looking at it, you'll see a little drop down together with a checkbox which says "Send notification to new assignee". If you keep that checked, an email will be automatically sent to the new assignee alerting them of the new assignment.
When later looking at the issue, you'll see all but the last lines are crossed out to describe that they no longer apply in any way.
